In this CTF Online Symposium, Stephen Reimer of the Centre for Financial Crime and Security Studies will be joined by Jason Blazakis from the Soufan Center in New York to discuss the effectiveness of targeted financial sanctions as a financial countermeasure to the Wagner Group, a powerful non-state proxy of the Russian state.
Increasing pressure to designate non-state proxies like the Wagner Group as terrorist entities reflects an eagerness on the part of states to expand counterterrorism financing capabilities that were initially designed to erode jihadist terrorist groups. In his new Project CRAAFT Research Briefing, Blazakis argues that current financial countermeasures levied against the Wagner Group have been insufficiently implemented and are thus minimally effective in eroding the group’s finances and capabilities. What more should the EU do to ratchet up pressure on this violent non-state proxy group?

Jason Blazakis is a professor at the Middlebury Institute, director of its Centre on Terrorism, Extremism and Counterterrorism, and also a Senior Research Fellow with the Soufan Center in New York.
